Herbal Products for Smoking

A herbal product for smoking means a plant-based tobacco substitute which does not contain tobacco plant and which is intended for consumption via a combustion process. These include, for example, so-called herbal cigarettes as well as herbal mixtures that do not contain tobacco plant and are intended for use in waterpipes.
The Tobacco Act does not contain restrictions concerning the additives and characteristics of herbal products intended for smoking. However, a list of ingredients contained in the products must be submitted to Valvira. For further information, see Notifications.
