Licence holder's obligations and responsibilities
The licence holder is responsible for fulfilling the prerequisites needed and the reliability required for the operations subject to a licence. The licence holder is obligated to notify Valvira of any changes in the licence holder’s information and operations (e.g. interruption of operations, address or the storage location).
The licence is valid until further notice or for a fixed period. A licence valid until further notice shall remain valid as long as the licence holder is deemed to fulfil the requirements for the production licence or the licence holder notifies Valvira of the termination of the licence/operations.
Product responsibility
The producer of an alcoholic beverage is responsible for the quality and composition of an alcoholic beverage it has released for consumption, and for the product, its packaging labels and other presentation complying with the relevant provisions and regulations. If this is not the case, Valvira may prohibit the release of the alcoholic beverage to the market or obligate the removal of the alcoholic beverage from the market without compensation.
The licence holder is obligated to keep account of raw materials, intermediate products and products containing alcohol. In addition to this, a holder of a production licence for alcoholic beverages is obligated to provide Valvira with the production, product and delivery information in accordance with Valvira’s reporting instructions. The licence holder may sell its products only to holders of a licence granted by Valvira or a Regional State Administrative Agency, and from a tax-free storage for so-called special sales in accordance with the licence terms and conditions. In the case of customers with a licence to use, it must also be ensured that the purchasing quota of the licence is not exceeded.
