Menthol tobacco products and menthol e-cigarette liquids may not be sold in Finland
Valvira, the National Supervisory Authority for Welfare and Health, points out that the Tobacco Act prohibits the sale of products containing additives that facilitate nicotine uptake or the inhalation of smoke or vapour. Such products are tobacco products for smoking that contain menthol as well as so-called e-cigarette liquids such as nicotine-containing liquids, refill containers and nicotine-free liquids intended for vaporisation.
According to Valvira’s information, there are still such products on the Finnish market. Economic operators involved in the sale of these menthol products must take the requirements of the Tobacco Act into account without delay.
Studies show that the menthol in tobacco products intended for smoking acts as an anaesthetic and throat soothing ingredient. The menthol contained in e-cigarette liquids has a similar effect.
