Alcohol trade register Allu main text
The National Supervisory Authority for Welfare and Health (Valvira) and the Regional State Administrative Agencies maintain the Allu alcohol trade register, in which information about alcohol operators, alcohol licences and alcoholic products, as well as their production and deliveries, is saved. The aim is to deploy the updated alcohol trade register Allu during spring 2023.
In the updated Allu register’s electronic services, you can submit licence applications or notifications related to the serving, retail sales, production, wholesale, industrial use, import or export, and international trade of alcohol. Applications and notifications will be automatically forwarded to the correct Regional State Administrative Agency or Valvira for processing.
Apply for Suomi.fi authorisation for everyone submitting licence applications and notifications
Only individuals with the right to sign for their company can use the new alcohol trade register’s e-services without any separate authorisation. This means that they need to grant an authorisation for other individuals or companies that submit product notifications, report sales data or apply for licences on their company’s behalf. The Suomi.fi website includes instructions on how individuals with the right to sign for their company can grant an authorisation for another individual or an accounting firm, for example.
When granting an authorisation, note the following:
- Select “Mandate for transactions” as the authorisation type.
- Select the individual or company for which you want to grant an authorisation. Do not select Valvira as a party.
- Select “Applying permits and reporting of the alcohol sector” if you want to grant an authorisation to apply for alcohol licences and report data on your company’s behalf. If you only want to grant an authorisation to report data, select “Reporting of the alcohol sector to the authorities”. Do not select any other authorisations – select either of these two.
Our previous news includes instructions on how an individual requiring an authorisation can request it and how an individual with the right to sign for their company can approve the request. An authorisation can also be obtained like this. More information about requesting an authorisation is available on the Suomi.fi website. What will change after the update of Allu?
Until now, applications for alcohol licences have been submitted using paper or PDF forms. In the new system, you can apply for alcohol licences and submit related notifications using electronic services in place of paper forms.
The currently available electronic services – the licence register, semi-annual reports on serving, annual reports on retail sales, delivery notifications and product notifications – will be discontinued after the launch of the new system. In the future, all these services will be available in the same place to which alcohol licence applications are submitted. The current FTP server will also be closed after the deployment of the new register, and it will be replaced by a REST API.
Until the release of the update, you will need a username and password to use the licence register and submit product notifications. You can obtain them by emailing alkoholiraportointi(at)valvira.fi. After the update, usernames will be replaced by the Suomi.fi e-Identification service.
Before submitting your licence application, please check that your company’s information is up-to-date in the Finnish Patent and Registration Office’s (PRH) register. After the deployment of the updated Allu register, any changes in companies’ responsible persons and beneficial owners no longer need to be reported separately to Valvira or the Regional State Administrative Agencies, as we will obtain the information from PRH.
