Administration Department
The administration ensures the implementation of the prerequisites related to Valvira's finances and human resources so that the Authority can carry out its duties.
The Administration department ensures
- adequacy of appropriations and other funding and their economical and effective use
- providing correct and adequate information on the Authority's finances and activities
- personnel competence, coping and motivation
- premises and tools and the safeguarding of the Authority's property

Finance unit, Financial Manager Virpi Hasila
- Responsible for the management of expenditure and income
- Takes care of controlling and reporting tasks
- Responsible for financial planning
- Responsible for the agency’s accounting and financial statements
Human resources unit, Human Resource Manager Anita Patoluoto
- Responsible for the management of the agency’s personnel matters, such as human resources management, the application of the conditions of employment and the development of human resources
- Responsible for organising occupational health care and occupational safety and health, and promotes occupational wellbeing
- Responsible for tasks related to security, property management and premises
- Takes care of tasks related to the registry and archive operations, other case management and information services
Data Governance unit, Chief Information Officer Oskari Halttunen
- procures services related to the production and development of Valvira's basic information technology and information security from the Government ICT Centre (Valtori) on the basis of a service agreement, and monitors the implementation of the services
- develops and maintains electronic services
- carries out projects related to the Authority's operational information systems in cooperation with other departments
- maintains the technical aspects of national registers assigned to the Authority
- develops, maintains and supports the technical aspects of national information system services in health care
- Participates in producing information services and collecting information on matters related to alcohol.
- coordinates the Authority's data protection work and is responsible for the Authority's information security matters
- maintains legally required descriptions of the Authority's information resources
In addition, the department
- collects and analyses information that serves the administration, supervision and steering of social welfare and health care licences, and participates in the development of the knowledge base of the administrative sector
- prepares and coordinates extensive statements on the entire Authority or on the line of work of several departments
- grants research permits to the Authority's data (including coordinating cooperation with higher education institutions and research institutes on the development of supervision and related methods)
- carries out tasks related to the Authority's security matters
The Adoption Board (independent authority), Manager Irene Pärssinen-Hentula
The adoption board operates in connection with the Administration Department. It is a special expert, licensing and supervisory body for adoption matters that handles adoption licenses.
