Valvira is responsible for managing all notifications and licensing matters relating to the sale of alcoholic beverages on international transport. Provisions for the sale of alcohol and related supervision in international transport are laid out in the Decree on Sales of Alcoholic Beverages and its Supervision in Vehicles Operating between Finland and Other Countries (1346/1994).
Sale of alcohol in international transport
Ships, trains and aeroplanes operating between Finland and other countries that sell alcoholic beverages to passengers must, prior to commencing sales, submit a written notification to Valvira. The notification must include information on the premises where alcohol will be sold, control of sales and arrangements for maintaining public order. The license holder must also notify Valvira of any changes to their operations. Exceptions as laid out in the decree, including departures from trading hours, will be considered on the basis of a written application.
Submitting a sales notification
The notification is submitted using the relevant form (myynti-ilmoitus –lomake). Applicants must ensure they have enclosed all the supporting documents listed on the form.
All applications should be submitted to Valvira in Finnish or Swedish. The applicant may appoint a representative or proxy to assist them during the application process. The representative is required to present written authorisation to act on the applicant’s behalf.
Processing times vary but, as a rule, applications will be processed in approximately two weeks. The fee payable for the application is determined by a Ministry of Social Affairs and Health decree.
