The new Soteri register now in operation

The joint service provider register Soteri of the National Supervisory Authority for Welfare and Health (Valvira) and the Regional State Administrative Agencies was introduced on 3 January 2024.

The first version of the register's electronic services is now operational, but the development of the register continues. The functionality of the new system, its user experience and customer feedback are actively monitored. The feedback is used to develop the service further into a more customer-friendly system. The introduction of the new system and corrections may also slow down processing times at first.

The new and more extensive Soteri register replaces the former Valveri register. The data of the service providers that were previously in the Valveri register have been transferred to the new Soteri register as such. Due to the differences in the data contents of the registers, the data contents of Soteri have been changed and amended to comply with the new Act on the Supervision of Social Welfare and Health Care.

In the future, all registration applications for private social welfare and health care service providers and permit applications for private early childhood education and care service providers will be submitted electronically through the electronic services of Soteri. The services are available both in Finnish and in Swedish.

"Soteri has a major impact on the entire social welfare and health care sector. With Soteri, all social welfare and health care service providers will be compiled in one register for the first time. Later in 2024, a public information service will also be available in connection with Soteri. The service will make it easier for authorities to obtain information, for example,” says Director Helena Mönttinen.

Soteri is being built on the basis of the new Act on the Supervision of Social Welfare and Health Care, which will enter into force on 1 January 2024. The registration of private ECEC service providers is based on the Act on Early Childhood Education and Care. The development of Soteri continues and its remaining functionalities will be introduced in stages. The public information service of Soteri will be opened in early 2024, and by the end of 2028, Soteri will also include public social and health service providers.
